Reforms & Measures

A lot of correctional measures are being organized in order to reduce the stress and strain the inmates experience due to incarceration and to help them to adjust themselves to the prison atmosphere. This will ultimately facilitate to achieve the goal of Correctional Administration i.e. Reformation, Rehabilitation and Reintegration of the prisoners to the society.

Parole Leave- This is an emergency leave for the convict prisoners. This lave is granted to the convicts once in a year for a period of 30 days in order to keep contact with their family members and to keep social ties alive.

Relaxed Furlough Leave Rules- Similarly like Parole the convicts are also allowed Furlough Leave in order to keep themselves in touch with their family. The amended Furlough Rules 2012 allow convicts to avail Furlough Leave five weeks in a year in two spells.

A Prisoner who is sentenced to imprisonment for a period exceeding one year but not exceeding five years, shall on completion of a period of one year of actual imprisonment from the date of admission into prison or six months from the date of his last return from furlough as the case may be, be eligible for release on furlough for a period of three weeks in a year. The first spell would consist of one week, while the subsequent spell would consist of two weeks

Premature Release- Life Convicts are allowed to release prematurely on good conduct and behaviour from jail custody on the recommendations of State Sentence Review Board after they complete a substantive period of 14/20 years as the case may be.

Education-There is a regular teacher in each Circle jail, District Jail, Spl. Jail and Spl. Sub-Jail  to impart education to the inmates. Besides, organisation like NIOS, IGNOU are also extending their support for the higher studies of the inmates. By this system a number of inmates have already been passed exam like HSC, Graduation and post graduation. They have also opened study centres in most of the prisons.

Telephone/television- Exclusive land line telephones have been installed in most of the prisons for the legitimate communication requirements of the prisoners.  The inmates are being provided with television facility in order to keep them in touch with the present society and to get rid of the effect of monotonous life.

Cultural and Spiritual Programme-Cultural and Spiritual Programmes are organised frequently in order to bring a change in the mind of the inmates. Spiritual programmes like Yoga and Meditation are being conducted by organisations like Art of Leaving, PrajapitaBrahma Kumari, Iscon etc, at regular intervals in order to keep their mind free from the evil impact of incarceration.

Prisoner’s Welfare Fund – A Prisoner’s welfare Fund has been set up to give financial assistance to every life convict on their release. Every life convict on premature release after 14/20 years incarceration as the case may be, is given a lump sum amount.

Wages– The working convict prisoners are being provided with wages for their work. This wages have been increased to Rs 40 per day.

Legal Aid- Legal Aid assistance is being extended to all prisoners with the sole aim that no inmate can be deprived of defending their case.

Financial Assistance- Financial assistance is being provided to the family members of BPL prisoners and released convicts as seed money for their ultimate rehabilitation in the society.

Vocational training-  Vocational training like tailoring, phenyl making weaving, carpentry ,smithy, durry making and dairy farming etc.,  are being provided in order to make them self reliant.

Nari Bandi Niketan – There is an exclusive jail for women known as Nari Bandi Niketan functioning at Sambalpur. it has a schedule capacity for  52 female prisoners. The inmates are given vocational training like tailoring, stitching etc.

Open Air Prison – An Open Air PrisonKnown as Biju  Pattnaik Open Air Ashram is located on a sprawling campus of 116 acres of land at Jamu Jhari, out skirt of state capital, Bhubaneswar. The convict prisoners towards the end of their sentence are allowed to stay in this ashram for ultimate rehabilitation.

Rehabilitation centres for released convicts- Two Rehabilitation centres known as Central Home for Men at Baripada and District After Care Shelter at Cuttack are functioning for the released convict prisoners for their ultimate rehabilitation.
