It is one of the unique organization in Jail Department and it is only Open jail in Odisha. The inmate of this Ashram are selected from different Jails of Odisha by the Committee organized by the Director General of Prisons and DCS Odisha, Bhubaneswar . The Ashram works with the objective of helping the inmates is becoming better persons, disciplined and responsible and how to adjust themselves in main stream of the Society after their release . This is a unique experiment in the State of Odisha.

The Open Air Prison is a very old concept. In 1952 the Hague Conference recommended the organization of Open Air Campus. It stipulated that those prisoners who have spent satisfactory a certain portion of their terms of sentence should be transferred to Open Air Campus and allowed to live a near community life. Odisha creates the 1st Open Air Prison during the year 2003 in the name of the Legend person of Odisha, who is called as the “ Bhumi Putra ” of Odisha and named the Open Prison as Biju Patnaik Open Air Ashram.
